Apartments versus parking spaces? Municipalities caught between cost-effective Construction and Sustainable Mobility
Wednesday, 09.07.2025 at 6 p.m.
With "Construction Package I", the Hessian state government intends to abolish the obligation to construct parking spaces for new residential buildings. The goal is to promote affordable housing and give local authorities more leeway in terms of land use. But what does this reform mean in practical experience for stationary traffic in cities and municipalities? How can municipalities deal with the new regulation in order to make efficient use of limited public space without creating new parking space conflicts?
Three experts take a look at the legal framework and the planning consequences of the abolition of the obligation to build parking spaces from the different perspectives of the housing industry, urban planning and mobility research. Together with the audience, they will discuss which management instruments are now available to local authorities - from parking space statutes and mobility concepts to parking space management.
