Professors, staff members and students of the Faculty of Architecture and Civil Engineering are represented both at the faculty as well as at the university-level in different democratically elected self-governing bodies and committees. In particular the student participation in the faculty's policy decision-making is a crucial element of the faculty's organizational structure.
The Faculty Assembly deliberates on and determines issues of the faculty that are not part of the dean's or of other responsibilities. It deliberates on issues of fundamental importance to the faculty and is thus in charge of all research-, art- and teaching-related issues as well as of decision-making regarding the faculty's plan of organization and other rules and regulations of the faculty.
The Senate elects the president, the vice presidents and the chancellor, monitors the President's Council's rules of operation and the university's plans of organization unless otherwise determined by the university's constitution. The Senate nominates candidates for the position of chancellor. The Senate also issues recommendations regarding issues of research, art, teaching and studying that concern the entire university of applied sciences or its central offices and services or that are of fundamental importance. Among these number in particular the university's strategic plan, target agreements, general questions regarding the administration and content of the course offerings, issues of research and development and of the university's organization, the transfer and rededication of jobs, procedures for appointing professors, cooperation with international institutions of higher education, the budget plans of the chancellor and guidelines for the allocation of the budgetary means received from the Land Hesse
The voting members of the Senate are comprised of nine representatives of the group of professors, three representatives of the group of academic staff members, two representatives of the group of administrative or technical staff as well as five representatives from the group of students. Advisory, non-voting members of the Senate are the president, the vice presidents, the deans, the directors of the central academic and service departments, the chancellor, the officer for gender equality and the chair of the General Student Committee. The extended Senate is accountable for the decision-making about the university's constitution and is recipient of the annual report of the President's Council. The extended Senate's decisions are made with a two-thirds majority of its members.
